4 men, aged 16-23, arrested for withdrawing money from Sheng Siong Simple Teller Machine ($TM) allegedly for money laundering purposes

Sheng Siong had to suspend its PayNow cash withdrawals from its Simple Teller Machines ($TMs) for four days from Jun. 19 to 23 after some of the machines were used for a new money laundering scheme.

Sheng Siong noticed large cash withdrawals made simultaneously from multiple $TMs across Singapore by the same PayNow account on Jun. 18.

On one occasion, S$8,000 was withdrawn at one shot.

Sheng Siong staff stepped in and detained the persons on Jun. 19 after it was noticed that the same account was used to withdraw more cash.

The police were called. 

Four charged

Four men, aged 16 to 23, believed to have responded to “fast cash job” advertisements on Telegram, were charged on Jun. 21.

The modus operandi involved the suspects going to the $TMs, generate PayNow QR codes with the machines, take photos of the codes, and send them to the Telegram group.

The $TM would dispense the cash and the suspects were to hand them over to another person.

It is suspected that money launderers were remotely making use of the photos of the QR codes and compromised bank accounts.

It is understood that the suspects were paid a substantial sum to carry out this operation daily.

The cash withdrawn were not successfully passed on.

There are more than 60 $TMs at Sheng Siong outlets in Singapore.

Unlike automated teller machines (ATMs), $TMs allow customers to use .

Tampines case

Muhammad Izz Iryan Mod Ali, 23, allegedly had S$20,300 that is suspected to have been benefits of criminal conduct.

On Thursday, he was taken to the $TM at the Sheng Siong outlet at Tampines Street 86.

He faces one charge under the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation of Benefits) Act.

Dressed in white polo tee and dark blue shorts, he gestured to the machine as investigators asked him questions.

Sengkang case

Muhammad Noraidilsahiq Muhammad Norasif, 20, allegedly withdrew S$8,000 from the machine at the Sheng Siong outlet at Sengkang West Avenue on Jun. 19.

He faces one charge under the Penal Code for receiving the stolen property.

Two others charged but not brought to crime scenes

Muhammad Izz Irshad Mod Ali, 18, who is the younger brother of the suspect in the Tampines case, was also charged.

He allegedly took S$4,000 cash from the $TM at the Sheng Siong outlet at Jurong West Street 42 between Jun. 9 and 13.

He faces one charge under the Penal Code for receiving the stolen property.

The fourth person charged is a 16-year-old.

He was not named.

He allegedly took S$19,500 from the $TM at the Sheng Siong outlet at Serangoon North Avenue 5 on Jun. 18 and 19.

He faces one charge under the Penal Code for receiving the stolen property.

All four have been remanded.

Their cases will be heard again on Jun. 27.

How Sheng Siong responded

Sheng Siong’s customer and operations director, Lin Zikai, said on Jun. 26 that the Sheng Siong HQ office had noticed the abnormal withdrawals on Jun. 18.

They contacted the bank and made a police report.

The service was suspended on Jun. 19.

The service was restored on Jun. 23 after the maximum number of transactions per PayNow account was limited to five, with cash withdrawals of up to S$1,000 per transaction.

Before this, users could make cash withdrawals of up to S$200,000 daily, by withdrawing S$1,000 each time over 200 transactions.

This was so as users were able to change the default daily limit to a maximum of S$200,000.
